Q. Is there a reason why an IP address is split up into 4 sections? If so, what is the significance of each section?
A. This is a great question. In IPv4, an IP address consists of 32 bits or 4bytes. Each section of an IP address (i.e. xxx.xxx.xxx.xxx) is 1 byte and each number represents a bit. The reason for the 4 sections is because when used in networking as an address for a device and it helps identify the network block the device pertains too. There is a good level of detail on this topic on wikipedia, take a more detailed look at this link http://en.wikipedia.org/wiki/IP_address . Hope I was able to answer your question in short, read the link for more detail.
